Having a devil of a time getting the distributor seated properly. My understanding is, I have to move the rotor to engage the bottom of the shaft and its offset key into the distro drive shaft. Is that correct? I would think if the rotor is still turning freely then the shaft is not engaged. It doesn't look like the body of the distro is fully engaged with the clamp and the rotor still spins. Am I correct?

The whole thing is spring loaded! You have to seat it, then hold it in place with one hand while tightening with the other.
