The installation tool simultaneously presses the body and the sleeve in to different depths. The seal can be installed without the tool if you know what you're doing, but it's a pain. Just use the tool and the job is a slam dunk. Some other Lotus specialists sell a seal with an outer rubber skin, and (more importantly) no sleeve to press onto the shaft.
